Cut the anchovies in half lengthways and distribute them over the fennel in the dish, then cover with the remaining fennel slices. Pour the cream over the fennel and cover the dish with foil. Combine the cream, milk, anchovies, garlic, nutmeg and the anise seeds in a jug then pour over the top.

  5. Pour the sauce from Step 3 onto the potatoes and anchovies from Step 4, top it with cheese, panko, and margarine, and bake in the oven until golden brown.

Cover with a piece of baking paper then foil and seal tightly. Uncover and sprinkle over the parmesan. Add the remaining potatoes and half the cream. In a medium-size baking dish, spread a quarter of the onion-tomato mixture. On top, arrange half the potato slices, then half the anchovy mixture.
